Saw something I'm not sure I saw right.

...So, I was jus watching "World's Dumbest" (partiers 11, I think) today and there was a clip on it involving a celibration in Russia about the end of WWII, in a city I've already forgotten the name of (though they said it's the third largest city and I remember that it was something like "N.....-N....."). Anyhow, this drunk guy climbed a big statue that was about the WWII victory (of course he ended up falling off) but as I watched it I suddenly noticed that what I thought was one of the horses back legs was actually the horse's...hard-on!? I'm a little confused here...anyone out there know if I saw that right? And why in the world are there public, celibratory statues out there with a horse's wang jutting out at full mast?
