GIMP or Photoshop help

I have a picture I'm planning, but a part of it will need to be animated, not moving, as much as shifting through the rainbow, but it needs to be smooth, not just flicking from one color to the next. Is this possible in either GIMP or Photoshop? (preferably GIMP)

Yes? I think? I did my blinking icon in GIMP. It'll require an assload of layers to show the transition, but it should be doable.

I know it's possible in photoshop for sure as I've done so in the past. ^V^ Lots of tutorials on the interwebs if you search around!
