Silent people

This is a rant journal that just ticks me off.
When you greet someone on a instant messenger or a chat site and you know they are at their computer because of little things like them JUST SIGNING ON, or actively chatting in one of the chat rooms, but they just do not reply to you and haven't for some time, like a few weeks to a few months.
That type of thing just seems to really get me upset and angry.
Sure I can understand if they go away from the computer, But I am not talking about that exactly. What I am talking about is that they can be seen sending messages in the chat but they ignore your whispers/private messages, or they show they are at their computer through other means, and are just ignoring you.
Because of this happening to me a lot I tend to get suspicious easily and have put my foot in my mouth a few times, but it is only because people do not tell you that they are busy, not wanting to chat, or what not.
Is it too much to just say to someone you don't want to talk to, "Sorry not in the mood today." Or something similar?
I want thoughts on that people.
