Add a strobe light and a high pitch noisemaker and I think you could creep or scare just about anyone. Strobe lights are fun cause they make any quick movement inhumanly fast. Imagine someone standing perfectly still and approaching trying to figure out if they're a manikan when suddenly it's facing you but you didn't see it actually turn it's head. They noise is just annoying and distracting, meant to draw out an unconscious sensation of discomfort and dread, also it hides the sound of breathing or creaking of the boards as you shift your weight.

I think you came up with a great way to unsettle even grown adults and terrify children.
