Well I'm not sure that's a real copyrighted character.

But I'm more interested in who makes fursuits copyrighted characters.

You are allowed do use copyrightes characters for fursiuts as you are allowed to draw them. All who is non comercial is allowed as long as you don´t say thats your character.

Still, most fursuit makers don't seem to want to build fursuits of copyrighted characters. I've written a couple and they've all denied ..

Yeah, I know that some fursuit makers out there must make them.

I've just written the copyright holder asking for permission to use their character. Can always hope for a positive reply =^_^=

most fursuit builders that do it will have a clause in there terms of service that's says that its the commissioners responsibility to get copyright permission and they assume this is correct at the time of commissioning.
