Stupid cops

Ok, so I was driving down the highway to get to a friend's house. It is snowing pretty bad at this point. I cross over a bridge going at 40kmph in a 80kmph zone due to road conditions. I see some guys in the left lane wearing reflective jackets, so I get on my breaks to slow and stop. My truck hits ice and just keeps going past them for a bit, at which point I hear them yelling and I see a cop car. Note, this car was parked in the ditch and facing the road rather than parked along side it so this is actually illegal. When I am able to stop my car, I roll down the window and shout that I am sorry because I hit ice and could not safely stop without crashing. A cop comes over yelling at me that it does not matter and I should have been going slower since he was wearing a reflective jacket. Now, thing is that I was going 40kmph and that is much slower than in-city speed. Also, I see lots of people in these jackets cause you can get them from Wal-Mart and Canadian Tire, plus he was wearing black or dark blue aside from that coat. It was night and snowing. I told him again that I hit ice and it was an act of nature, so there was nothing I could do to stop immediately. He yells something at me again and asks for my license. Thankfully I did not get a ticket but I would have fought it if he did give me one. Oh and to try to wave me down, this cop thinks it was a good idea to walk right into my lane. I almost went into the ditch trying not to kill him since I could not stop.
I have Jury Duty on Monday but the weather is terrible and it is in the next town over. There is a snowstorm scheduled for the week so I have been calling the sheriff's office to cancel for days. Problem is, the phone number they gave me was for the office down south where they get less than an inch of snow, plus they did not answer the phone after ten rings or use an answering machine. So come Monday, I have to risk my life or face criminal charges.
