It had both live children and puppets and it took place on a spaceship. Very early-mid 80s style about it. I remember so very little, except a possible villanious puppet guy thinking 'ring around the collar' was some kind of Earthling disease in one episode and a live action bit talking about how some city was so polluted the sky was black.
