So, I was thinking that I need to do a story with a strong, dominant female role since most of my stories usually have the woman in a more submissive role. On this basis I started having lots of ideas and that's how my most writing is currently working out.
The Wild Side
This world takes place on Earth about 200 years in the future. As human technology advanced, they started experimenting with genetic modification. Originally this began with plants, most commonly known as GMOs to help make them hardier and grow more. But shortly after that, somewhere during 2025, they began experimenting with animals. By engineering their DNA, they greatly increased their evolutionary pathways, directing them towards the human's own increased intelligence and bipedal form. Soon after that Genetically Modified Animals (GMAs) became all the rave as pets and the humans were soon outnumbered by their own creations, now intelligent bipeds in their own right. By 2075 the humans were no more and their GMA creations ruled the earth. Now the year is 2200 and the population has redistributed itself, both following older human models but also with a touch of the wild side of the food chain mixed in.
Class A Citizens
---Their place in society is very high, affording them the most education and the best jobs. They are able to vote and their votes hold more weight.
---Jobs include government positions, education, business, military, and any other they choose to perform, thought few would even consider manual labor.
---Species: Almost strictly all carnivores and the more powerful omnivore species. Ex) Large cats, wolves, raptors, and venomous serpents.
Class B Citizens
---Their place in society is a useful one. Their education is more determined by finances than social standing. They are able to vote, though their votes are not as powerful as Class A Citizens
---Jobs include minor governmental positions, local law enforcement, some military, education, business, and construction related jobs.
---Species: A mix of weaker carnivores, primarily omnivores, and stronger, more independent herbivores. Ex) Most non-raptor birds, domestic dogs and cats, elephants, and horses.
---Class B citizens outnumber Class A Citizens by about 10:1
Class C Citizens
---Their place in society is very low, nearly slave level. They only have the most basic level of official schooling and higher levels of education are banned to most of them as are most jobs. They have no voting rights.
---Jobs include construction labor, farming, and other menial jobs. They are not allowed any government, law enforcement/military, or education jobs.
---Species: Predominantly herbivore species and those considered vermin. Ex) Bovines, rodents, rabbits, and raccoons.
---Class C Citizens outnumber Class A Citizens by about 200:1
The Herbivore Uprising
Also termed the "Vore War", it was a 2 year long war where Class C Citizens rose up to fight for independence. At the time, 10 years before the current setting, Class C Citizens were treated even worse then they are now. It was common for members of the carnivore species to hunt down their herbivore neighbors. The herbivores were rarely paid for any work at that time.
The herbivores, and their allies, greatly outnumbered the carnivores but they had neither the natural ferocity, not the training to win the war and were ultimately defeated.
After the war was over, many in the carnivore elite society thought that the herbivores should be wiped out since there were already more than enough lower beasts to feed upon. Others thought they should be penned up like the unevolved cattle, to be herded and dined upon at the carnivore's leasure. Enough of the carnivores sided with teh Class B Citizens that neither of these plans came to pass
As a result of the war, life for the herbivores has gotten slightly better. The government has recognized some of their needs and officially made them citizens, though they still have few rights.
The Predators
A specialized unit of the military, these highly advanced operatives were collected from the best and brightest shortly after that start of the war. Due to the speed at which this unit was formed, rumor has it that their development began long before the war.
The Predators are far more dangerous than just their education and training have provided. Genetic enhancement experiments performed on the members of the PRedator squads has brought out more of their feral natures.
Enhancements include increased aggression, dominance, healing factors, strength, speed, agility, and healing factors.
Predators are feared and respected among all of the citizen classes, even other carnivores keep their distances.
Predators are given license to stalk, hunt, kill, and even consume any prety they wish and are almost never called to question on their actions.

I like it! Although, with numbers like 200 to 1, it would have been more realistic had the herbivores made a greater impact.

The herbivores have the numbers, but because of the sheer ferocity of the class A carnivores and their control over society, the herbivores don't have nearly the level of education, technical training, or military experience to take control.

All the training in the world would not enable a military force to conquer that many opponents though, the sheer weight of their numbers would be devastating to the carnivores. It's not in any beings nature to simply back down when the numbers are in their favor, I'm not saying they should/would have won but I am saying that the might that their numbers give them would have allowed them to have a larger impact on the outcome. If I might suggest, do some research on civilian uprisings with governments that have oppressed them, I feel that you may be amazed at what the untrained and uneducated can accomplish when they band to gather in the name of a cause they feel is just. Not that all of them were successful, mind you, many were practically slaughtered, but I think you'll find that the leaders of those governments found it in their own best favor not to push the wrong buttons and changed many things in a large way.

You have to remember though that this isn't a human society or even your normal "furry" society where you have humans that just happen to have fur. These anthros were brought about by genetic manipulation that gave them humanoid forms and enhanced intelligence but they also have their baser instincts as well (without the thousands of years of societal changes that humans have gone through). And numbers did play a huge role in the herbivores being able to survive and a change being made, it just wasn't enough. The normal military is dangerous enough, but the Predator squads are genetically advanced super-predators equipped with the most advanced tech and weapons.
