Commissions are off and on right now, and the payment is very funky atm. You have to pay in Amazon cards as I dont have a paypal nor functional bank account atm.
I usually pay $5 every half hour of time spent. And I offer discounts on ideas I really like or enjoy working on.
http://www.furaffinity.net/view/10644823/ this is about a half hour of work $5
http://www.furaffinity.net/view/10549650/ this takes a half hour to an hour $5 - $10
http://www.furaffinity.net/view/9881249/ An hour and a half $15
http://www.furaffinity.net/view/6122722/ Two to two and a half hours $20 - $25
http://www.furaffinity.net/view/9956818/ this pic took three and a half hours, so its $35
Complex pics with detailed backgrounds can take a log time:
http://www.furaffinity.net/view/10645249/ Despite the fact I used a sketchup model for this pic, it still took three hours to make it work with the pic in terms of destruction and detail. $30
http://www.furaffinity.net/view/9927997/ sequenced pics such as this are like $35 per frame, each frame is 1000x1000, so the whole thing is $140.
http://www.furaffinity.net/view/7946863/ SAI and http://www.furaffinity.net/view/5731884/ OC5, these Color-Shaded pictures are off the board for now as I don't want to push my wrist too far for intense shading. Plus my colored pics can rack up to 8-12 hours, $80-$120. I want to see if I can shorten it.
I have limits too, I can only do 5 pics at once. Until then, you have to wait until I'm available, or I am willing take on your ideas again, especially ones that catch my attention.
As for new characters, a new character that I have never worked on before in the past costs an additional $10 as I need to practice said character. A character "practice" sheet is often created and presented prior to the actual commission to be judged and tweaked.
Just remember, I use 3D to aid me in perspectives, I can give you the preliminaries before I start drawing to give you an idea of what I'm drawing.

Those sound like very reasonable prices for the quality offered. I'd certainly like to get a commission or two when your commissions are on again.
