Anyone who know anything about computers. PLEASE HELP(fixed)

I had gone to an adult site on my laptop and when I was exiting out of it my screen went white and a government-looking document poped up, saying that the site had contained CP, that I had downloaded such files, and that my computer was now blocked (I'm on my parents laptop atm). It went on to say at the very bottom that I could have everything lifted if I pay a $300 fine through Moneypack.
Now, I'm no Einstein, but I'm pretty sure that they wouldn't allow someone to lift a block after making such claims. And I'm DAMN sure that I neither downloaded nor even saw CP on the site.
It's obviously a virus trying to steal money from me. Is there anything I can do to get the virus out of my computer?
I've tried simply doing a forced shutdown, but when I turn it back on, it starts normal, everything comes up, and then within 5 seconds the screen goes white and it comes up again.
If there's anyone who can help me I would be very greatful.

You need to use Malware Bytes to run, and it will scan your computer.
The program should scan and detect the virus. You should be able to then remove it
if not, I would divert to the backup idea of rolling back your computer to a safer date (Most windows programs have this built in).
If these two don't work, then I can only suggest a re-install of your Operating System.
Do you know how to do this?
I did that and chose Safe Mode with Networking, but the screne STILL went white and the scam popped up before I could do anything else.
Would any of these other options work?

Just chose which operating system and download and make a bootable cd or dvd then boot your system with it. Just read the instruction.

Try going into safe mode with networking. once you log in pull up the start menu and type in System Restore
choose a restore point from before the virus first showed up. once the system finished restoring, it should be gone

Start your computer in safe mode with command prompt. For more information, see Start your computer in safe mode.

At the command prompt, type *** rstrui.exe ***, and then press ENTER. Administrator permission required If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
( don't add the *s into the command, I just used them to single out the important bit you need)
then try restarting and going back into safe mode with networking and signing in as administrator. this might let you get in without locking up
