The administratipn isnt stupid, this is exactly what they want. Eliminatinh wolves benefits the big time ranchers out west who whine when even one of their head of cattle are killed by wolves. There are a LOT of people who live in the wolves' range who never wanted them reintroduced. Basically, a few people stand to profit handsomely for this.
