Wish I could ban foreign numbers from calling me

It isn't bad enough asshats email me and try to get me to install their spyware crap on the computer. But now they are calling from overseas ( based on time delay of echo ) on the phone, claiming to be from Microsoft and that my computer had been taken over by viruses. I would hope people aren't stupid enough to fall for this, but they must be if the scammers are doing it.
