It looks like a simple hoodie to make. Just replace the cord with the same neon pink color and the two stitches with a large sewing needle?

Or ribbon with iron-on material?

I think that's a weathered aqua green and bright magenta?
Unfortunately, most of the hoodies I see here on FA are for cosplay, made by cosplayers, who fill up a piggy bank with the sales. If I could make it for you, I would for four bucks. Yeah it costs more in materials, but hey four bucks is decent enough compensation for doing something nice for the fun of it.
