Question for Artists / Anybody Who Plays with 3D

Hello folks,
I was curious... for those of you who have messed with such things. I was considering getting some 3D software, and wondered if there was one that was particularly better than others. I messed with Blender quite a few months back, although I found it rather intimidating trying to figure out how to do what in it. One thing I would also need, that I didn't find in Blender was some sort of ruler where you can make items to specific dimensions (like say you wanted to make a cube that was EXACTLY 5/16" cubed, etc). It could be that a more CAD-type program is what I would be looking.
Basically, I'm considering getting a 3D printer to do some projects with, and well.. and make a buck or 2 with; but the printer will be no good without being able to create objects. Scanners are terribly expensive, so I would have to custom make anything I wanted to attempt to print.
Any good software ideas you folks have, I'd really appreciate it.
