Is everyone in my neighborhood bad with animals??? -_-

So there is a "stray" cat in the neighborhood (I put quotes around it because she TECHNICALLY belongs to our neighbor; she just won't stay inside.) who recently had kittens. This cat is only JUST getting used to folks... so what does a bitch that thinks that it's her cat do? THROWS WATER ON IT AND MOVES HER KITTENS. =_=
THAN threatens to take this UNFRIENDLY cat that meows allot to the shelter WHERE THEY'LL PUT HER DOWN BECAUSE SHE'S NOT FRIENDLY, NIPS (playfully, but still), AND IS A LOUD MOUTH. =_=
Again, this is NOT her cat, she has NO business taking it anywhere -.-
Besides, her kittens aren't even a month old... If she takes them away from their mama, they will DIE. =_=
What pisses me off is that she thinks she's the best damn thing for this cat.
I feel bad for Pippen (The cat) and her REAL owner ;_;
She recently moved the kittens to an abandoned house because people are messing with them too much. :P
Mama knows best.

SHE DID STEAL THE KITTENS!! =.=
EVERYONE told her the kittens were too young! What does she do? TAKES 'EM ANYWAY!!!
I HATE the kitten formula that she's giving them... last time I had to give it to an orphan kitten, it had SEIZURES! ;~;
