Laptop battery issues-help

Im at the point where Im so frustrated I want to cry. It doesn't help that some how me being upset over this has turned into a "why are you mad at me blah blah blah' from my mother.
Anyway if anyone can help I will forever be in your debt. Im still under warranty but I cant get to anything like emailing/talking to an actual person on the toshiba wesbite, and best buy said its probably not covered so...
I have a toshiba satellite laptop. The battery is constantly stuck in "Plugged in: Not charging". I have tried taking the battery out for over a minute, I have tried uninstalling the battery drive and plugging it into various outlets in the house. Nothing. It goes onto the 'charging' motion when I plug the cord in-but only for twenty seconds at most. I dont know what to do..help.
I mean I dont know if me having it constantly plugged in is hurting the laptop...is it?

This 'not charging' issue is unique to Toshiba, and is a matter of getting the computer to charge the battery, rather than the battery no longer holding charge.
Toshiba has a BIOS update that addresses this issue on some models. On the bottom of your laptop, there should be a model number that looks something like PSLC8K-00100E. I need that number to point you to the file you should download and try, if one exists.
have you tried another charger?

Life sucks woe is me.
Type in "system restore" into the search box in the start menu. The top option should say "system restore" in the results window. Click on that, a window should pop up after a minute or so.
You should see something that looks like this:

Click the "Choose a different restore point" option, and hit Next.
A list should come up that looks like this:

Check the box below the list that says "Show restore points older than 5 days".
Choose one before the problem started, or if you don't know, the oldest one.
Select it from the list and click Next.
You should see a screen that looks like this:

Then, click Finish to begin the process. It's entirely automatic and may take 15 minutes or so.

Even if this doesnt help the battery issue Im always paranoid of other things being wrong.
Or swipe one from a store, use it while it's got the initial charge it shipped with, and return it...

I can see if I can borrow my dads but I dont know if it will work or if I can.
You might also be able to sneak enough charge into it via constantly replugging it.
Alternatively someone suggests starting the machine with no battery and cable only, then after loading into Windows/otherOS inserting battery.
I did try the no battery/cable only thing. Sadly did squat.
I was on the phone with toshiba(though the phone died half way through) but I think from what they are saying I am still under manufacturers warranty..so heres hoping when I can phone back.

Make them pay for your shipping too if you go that route. I had a Satellite S501-5105 murder itself AND the hard drive in it about ten years ago. The machine was a week out of warranty and they wanted like 150$ just to receive it.
Not diagnose, just get the box.
If you've got a USB key you can spare for a weebit the steps in that tutorial should work. I've got a bootable key with Windows repair disks just for 'the occasion'... they set themselves up far easier than that process though.
They said I was still under warranty, so they wont charge me(but we'll see, if they send it by DSL Ill have to pay : x)

You shouldn't need too many bootable USB devices, the applications for a common folk are pretty few.
Doesn't have to be on sticker paper either. Just plaster it on with any clear tape so it's waterproof'd to the box :3
try leaving it off and plug it in, if it charges is ok but if it loses its charge when the laptop is running then the power adapter maybe on its way to death and need to replace
