Yeah... but are you able to send it and receive. And to make payments you don't necessarily have to move money from your account to paypal to make a payment. Paypal should acquire funds from your bank account when you make a payment anyway.

Ask paypal >< they wouldn't let me without all this personal info I finally caved in on and gave them -_-
