recently when someone sends me payment my paypal has been taking a fee so i don't get my full payment so if you send me money make sure it says 0 fee's

That's the way Paypal works with sending payment. If it's a product or service, YOU have to pay the fee. If it's sent as a gift, there is no fee. However, sending too many gifts can get your account suspended.

Ah. Well it will happen the whole time you have a Paypal account. It's all dependent on what the payment is set as.
