Because the government is pressured by people who are in the church because they're devout voters and they don't want to lose their vote.

Now, lets say that there's another prop to ban gay marriage but written into this bill was a severe tax hike that would cripple people if it was passed. Would people still vote on it ? Yep. 'cause they're stupid.
