You can also catch starters in the friend safari if they have those pokemon on there safari that's why it's good to add a lot of people cause you won't know what you'll get from it :P

Did some reading. Totodile will be avaliable once the pokebank is. Due to people who have transfered their pokemon from generation to generation will then be able to bring 'em into the game. So put something nice on the GTS for a totodile and I'm sure you'll have one shortly after they launch that app.
