ARTISTS WHY ARE YOU SO DIFFICULT?!

AND BY THAT I MEAN TO FIND! I mean... I know I'm watching like... 80 something artists or something but not all of them are open at all times. and the ones who are are either out of my price range or only stick to line art, sketches, doodles, or YCH auctions (the latter of which quickly escalates out of my price range). I know people post their price sheets and I can catch those on the front screen thing but damned if I'm going to sit on the front page refreshing every thirty seconds to catch one of those.
I just want someone who does decent-good work at an affordable price who does custom, not prepose, works and who Doesn't mind throwing their input in at times. some of the best things come from giving an artist varying levels of creative freedom with an idea you propose.
tl;dr does anyone know of a decent artist who's open right now and is preferably going through a phase of art shift or is wanting to experiment with ideas who won't cost me a (remaining) arm and a leg?
