They get him ready, start to take him in to surgery,then cancel the surgery "We can't do it yet, we have to wait three months to make sure the condition is bad enough he needs one even with current circumstances." So..They are on the way home now...No pace maker, NO defibrulator, ...just told "try again in three months."

I say complain and call them out there is something going on and insurance probly didn't play and they are denying surgery that will help him. something is fishy and I am sure some laws were broken. cause by saying they will do surgery they are under contract at that point.
