Is this Pokemon its own penis?

So I just realized this:
Barnacles have penis's that extend really far so they can mate without moving. The Pokemon Binacle has a "arm" that can strech and contract at will.

Sometimes I wonder if they actually look of the creatures they are representing and do this on purpose or by accident.
