A real Pain in the A.

Alright guys, sorry that i have to make a Journal, and i already apologize if this will be a wall of text, but this whole story wraps up about 6-7 months back from now on. I really appreciate it if you read it and could maybe even have some advice for me what i could do... i really don't know any more.
It all started last year in October. Oct. 8th to be exactly. It was then when i commished an Artist, which i do not want to name yet, to draw a bustshot of my Crux. Everything was fine, the Commission was scheduled for that day and i paid my 60$ aswell.
I waited the whole day, but nothing happened. It was supposed to be a Livestream Commission, but nothing happened, the whole day.
I waited for a bit longer, but still, nothing. About three weeks after my Commission would have been due, i joined the Livestream she was doing at that moment.
I asked what was going on, if she forgot about my commission, and if she was still doing it sometime.
Maybe we missed eachother then when we talked, but i got really angry, as she thought i wanted her to draw it right now.
So i went to Paypal and claimed a Refund of my Payment.
The next day, i had calmed down and i confessed that i reacted a bit too fast there. This time my note got answered, but neither with information about my commission, nor anything else besides. "I am displeased, i do not allow refunds." At least that is the message she delivered. I do not want to link the notes, since it is private.
So yeah, after that we agreed that i would not claim my money back, if she still wants to do my commission.
Again, i wrote two notes that are still unopened in her Note Folder.
I got angry again.
This time i wrote an E-Mail to her, since i saw she also added an E-Mail on her FA-Account, because some people, like me, do not use facebook and can only see what's on FA-Account sites.
I state that explicitly, because that was the excuse i got for the unanswered Notes. "It is on my Facebook page that i only talk over Email."
Half a year has passed since then with no further notes or emails. And i have checked the Master-List she brought online. I am not even listed on that damn thing.
Oh, i forgot to mention that i also opened a Trouble Ticket on 11.10.2013, which also has 0 replies.
So please guys, i am pretty desperate at the moment. What could i do -.-

I hate artist like this
Was mir bei solchen Dingen immer am meisten auf den Keks geht is, dass Artists hier sowas von in den Hintern gekrochen wird, was die zeitliche Ablieferung von Commissions angeht, ob denen jetzt irgendwas dazwischenkommt oder ned spielt da keine Rolle, wer erst die Kohle sehen will und dann das Produkt liefert, muss mit sowas rechnen. Ich kenn einige Leute hier die warten schon mehr als 2-3 Jahre oder sogar länger auf eine Commission von Artists, die immer mehr Commissions annehmen und diese dann auch dreist zuerst bearbeiten. Ich hatte ebenfalls so einen Fall, wo ich 1 Jahr warten musste anstatt wie abgemacht 2-3 Wochen und es mir langsam zuviel wurde, hab mit Paypal dispute gedroht was seinen Acc schließen würde und siehe da, innerhalb von einer Woche war meine Commission fertig - der Artist jedoch macht genauso weiter wie zuvor, was vielen Leuten total aufn Sack geht, aber keiner sagt oder tut was.
Da du die ChargebackZeit von Paypal schon überschritten hast, hilft da nur noch ArtistsBeware und immer weiter nerven, bis du entweder nen Refund kriegst oder deine Commission endlich fertig gemacht wird. Oder du machst es wie ich und drohst, deren Konto wegen Kontorechtsverletzung bei Paypal zu reporten, aber verarschen lassen würd ich mich nicht von solchen Leuten.
Some people I know are waiting since 2-3 years for a comission from artists who still continue to take new ones, collecting cash and doing them first instead of their old, owed ones.
I even had such a thing happen to me where I waited 1 year instead of the contracted 2-3 weeks. I threatened the artist with a paypal dispute and closure of their account by breach of terms of service after many fails of talking back and forth and THEN suddenly my commission was done within one week. I get really riled up when I continue to see things like this but NO ONE does anything when it happens to them, but instead sit still and vent in journals.
I'm not sure how well Paypal or FA will handle this. FA usually doesn't seem to want to play school teacher on the playground, but you can try.
I unfortuantely can't even say make a journal warning people, since you will be reported for slander.
I would just say, if it cheers you up: I can write you a request maybe. A story request, since I can't draw.
But you may have to accept that's lost money. It does happen. Happens to me twice.
And don't ever buy from that guy again. You would think that would go without saying, but I have seen people say how this is the THIRD TIME they have been screwed over BY THE SAME GUY.
