I believe rates would be..

Sketch : $10 +$4 per character.
Colored sketch: $15 + $4 per character
Lined drawing : $20 + $5 per character
Colored lined: $25+ $7 Per Character
Color and shaded : $30 + 10$ Per character.

You would provide me with the characters and the manor in which you would want them to be drawn.
