I'm So upset right now (Artist/Commish Beware)

I have to go through a LOVELY BATTLE with Paypal because of an artist whom Not only did NOT PROVIDE ME WHAT I PAID FOR WHATSOEVER. They decided to spend my money that they did not rightfully earn, they avoided me and did not "access" they're account but were Definitely logged in. I kept sending random messages throughout the month to get an update of my commish, No response, they're page STATED that no art comm. should take over a week. so I nudged a little bit more. Opened a Paypal wanting my money back Yesterday(I had told them I was going to report them a few day's before) still no response, So I escalated my Paypal To well um Paypal that VERY same day as of Today I get a message I'll send you a refund when they get paid. not telling me when they get paid. I had sent them this exact message
"I fully understand having difficult times, but I very much don't understand why you didn't find it important to send me a message stating such. I've sent several messages and haven't gotten a single reply from you until I escalated things to PayPal.
Also, I find it very poor practice that you clearly spent money you had not even earned(since the art was not finished yet, you had not earned that money). As such, I'm very much not happy at basically being put on hold. I would have understood if you had kept me Up to date what was going on but you fell off "the planet" and I would have been fine waiting. But unfortunately we are at this point,communication is key when working with commissioners, and you certainly slacked in that regard."
Within a few minutes they deactivated they're account. nobody can look at them (which smart me got a Screen shot of every message of every screen) Including the Ad page for 5.00 Chibi's. I just am So outraged right now I don't want to commish any more artist's at anytime. this has left such a Bad Distaste in my mouth when I have met some wonderful people. I just want to punch a wall.
I will not disclose the name in public I may have had a bad experience but I know not everybody will have one but this definitely need's to be known, my Commish may have only been 15.00 But that's 15.00 I could have used on somebody I knew I was going to receive my art from. :\
