This is the reason beaches attract a lot of transients, there is access to showers, bathrooms, water fountains, payphones, you're generally allowed to hang out there as long as you want and aren't told to leave, and people are generally less hostile to them around the beach areas.

If your life sucks so bad to the point where you're some crazy homeless bum, you might as well try to make it a little less bad by hanging out in a really nice place. And who doesn't enjoy being at the beach? Gotta get at least a little happiness somewhere I suppose.
