I love when people contact me wanting to get a pic with me but they states they don't have the money to pay their part and next week they get a picture with a recognizable artist... :>
I don't gift art, specially artwork that could cost me 40+ to put two characters in. Specially to total strangers. I gift art to the closest friends and in special occasions because I'm not rich. I work my ass off to get something nice for myself and my friends when I can.
If you want art with me we can talk about it but you should be able to pay for your character of course.
And if you gift me something you probably will get some gift from me too in the same quality if possible ;).
PD: My brain doesn't seem to be working as usual... was looking for toilet paper in the fridge... So be nice with me and buy me a straitjacket <3

This is not a charity.
A few months ago a guy asked me if we could get a picture and he linked me a lot of expensive characters that he had in mind. Every artist was like 80+ per character and he was pretty exited about the picture. When I agreed and asked to his part told me "Oh...I don't have money...but you can wait for my bday next year when I get money?"

I have to say that saying "I'll pay for it later" is a stupid thing to say to someone paying for an expensive commission.
It'd be more appropriate if he said that he'd start the commission with you WHEN he has the money. Not before!

About the gift art to random strangers, that's very odd.... I only ask friends if they are okay if I commission something with/for them, unless it's a gift. But asking someone to buy a commission for both of them, that's very low.
Yeah totally agree. But they don't see it like free gifts...they see it like shared commissions where they don't put a penny.
"Shared commissions" are fine, when the other pays his part, everything else is a gift. Period.

Heh, as bad as those that want a cameo in a story, but there's not enough on their character to have any idea how they'd react to others - or how others would react to them (and then blame the writer for getting it 'all wrong'!)
In your case, 'cash up front or stop bothering me about it' is safest/best; for me it's, 'point me at other stories they're in - or a very detailed fact sheet - and only then will I think about it', if they get pushy it's an auto 'no'.
