Not really. There's two kinds of journalist. The ones that everyone hates because they go around pissing people off, and the ones that everyone hates because their opinions are easily bought by expensive champagne at press gatherings and such. The only people more scum than journoes are paparazzi, or the blood-sucking informants.

do photo journalists count as paparazzi?

I think so. It depends on what they photograph. Bit of a split terminology here, when I write a journal on FA, it's not what I'd call journalism. If you took photographs of yourself, or your surrounding, or things related to you, it would be a photographic journal. But it wouldn't make you a journalist, or a paparazzi. If you took photographs of other people, celebrities for example, then I think that would could as paparazzi, and then if you used those pictures in a certain way, say to influence opinion or create a story, then I think that'd be photo journalism.
