photoshop is good. but since you're on a PC & not a mac, i assume, you can download OPENCANVAS FO FREE HOLY SHIT AND BE COOLER THAN ME

also, gimp is apparently an opensource photoshop thing.... apparently.. uhhh

A.Open canvas(1.1 is nice because it's free and lets you doodle online with others, but lacks in other features, the other's are a little more user friendly.)

ArtRage is a pretty neat program! you can download a trial version that's limited in some ways, but still lots of fun. you can buy it too, of course, and it's not too expensive, especially when you look at the prices of things like Photoshop.
