FA shout etiquette?

Somethings been bugging me for a while and I guess public opinion is the only answer I'll get as I've searched the internet far and wide.
Is it OK to read shouts on other persons user page?
Is it OK to respond to conversations occurring over shouts that you were not initially a part of?
Before internet it tended to be easy to tell the difference between a conversation it was OK to jump into and one that was only meant for those already involved. Now days I see conversations over public shout boxes that seem a bit private and bring up the old lessons I was taught of "it is not polite to listen in on others conversations" but at the same time these shouts are occurring in such a public manner its hard not to at least see them so it generates the above two questions that I'd love public feedback on.

If they want it to be private then they should send it via private communication means. There is no lack of private communication means.
