Net Neutrality - Read it

I decided to write today, and here's what I wrote:

Man, I bet you're sick of hearing about this, huh? Not on little hobby sites like this, but on the internet at large. All the big sites like Google and Tumblr and Wikipedia. You've probably seen a ton of your friends on Facebook and Twitter posting about it. I bet you'd love to never hear the words "Net Neutrality" ever again at this point.
Well, you might have gotten your wish. Because we're as close to a closed, gatekeeper-controlled, corporately-run internet as we have ever been. And sites like the one you're reading this on right now have the most to lose.
Youtube and Google and the like will probably be fine. They've got the money to pay off the ISPs. They may even be able to avoid getting locked into exclusivity deals, which would be the deathblow for the internet right then and there. But think about all of your favorite little niche hobby sites, like this one. Think about an internet where absolutely none of them are accessible, because none of them can afford to pay the extortion which Time Warner, Comcast, AT&T, and the other handful of ISPs are poised to be able to collect.
This is the reality we're facing in the next few months.

2) Scroll to 14-28 Protecting and Promoting the Open Internet (direct link http://apps.fcc.gov/ecfs/upload/display?z=qsp2r Make sure 14-28 is in the Proceeding Number)
3) Fill out the form and comment "I want Internet service providers classified as common carriers"
4) Done

And if you think this is not a big deal, or that people are making too much out of it, or that it will magically solve itself without doing anything: I'm afraid you're wrong. If anything, we might be UNDERSTATING the importance of this issue. Please, if you have any stake in the internet at all, do something to help protect it. Or else we all lose.

In the link, it forced me to submit a document. I just put in a .txt file saying the same thing

Uhh... It never made me do that. O-o All I had to do was fill out a simple form that asked for name, address, and a comment on the subject.
