I always told myself quality over quantity...but vice versa?

I always tell myself: Quality over quantity. But when I were Skyping with somebody, did they tell me to do quantity over quality, and he had a good point to support it too.
" I always remember the story of the art class devided in two.
One half were told to spend the semester making one beautifull pot. The other part were told to make as many pots as they could within that semester.
By the end of the semester, the first half each had one nice pot. And the other half of the class had so much experience and learning from their mistakes, that they each had a ton of horrible pots and one really beautiful one.
Soo.. Quantity over quality to get a starting grip, and then quality once I have that grip? What do you think?

Their tanks were amazing, and the Tiger had an outstanding kill/death ratio.
But they only were able to produce a tiny amount compared to Russian T-34's and American Shermans, and their complexity led to them breaking down a lot. :|
