It's a shortening of the phrase "thread necromancy", which refers to reopening and posting in a forum's thread that hasn't been active for quite a while and is considered dead or closed. It bugs some people and can be considered poor forum etiquette as the discussions or topics in the forum are generally expected to have moved on. Users would rather have posts and activity in current threads rather than digging up an old discussion that had already petered-out and ended. I suppose it isn't necessarily applicable to all types of threads, like those where ongoing discussion is still relevant.
