ARTIST, please read, I need some assistance

Hear me....murr?
I am thinking of starting Digital Art next month, when I have my finances and such better, also a new laptop. (I currently have a small netbook)
I was curious as to what a good system was to use as far as Programs and a Graphic Tablet?
I've looked at Wacom and Cintiq as far as Tablets. I've also looked at Photoshop, PaintToolSai, and one other program for the artwork.
I'm a bit, cheap, because of financial issues. But, I'd like to know a good brand and get something of decent size to start working on my art. Next year, I plan on going all out and full force with my art. It's the only way I'll be able to improve it, and though I'm generally a traditional artist, it's a bit...difficult to keep up with paper and pencil at all times when I'm so busy nowadays.

And I think Paint Tool Sai is a good choice, I've just noticed a lot of people use multiple programs. Guess I shouldn't have used the word "Art".
