Well, there are no uncrackable systems since people are making them and people make mistakes. It's only a question of time, effort and money to find/find and use some vulnerabilities. That's why IS software is still needed.
I can tell more if I found a source, but USA government, for example, asks to provide all information to government services if needed. Even if it's an IS software, there MUST be ways to share all needed information with authorities/federal security service. So there is such possibility in American software. However, there's also a concept of commercial classified information...
