New Phone/Tablet [Android Talk]

So, Dad says he can get my stepmom and I a tablet or a phone around $150 a piece...
I've been looking at the Galaxy Note 8" for around $175-180ish since step mom said she doesn't want a new one...
I like the S-Pen thingie, cause...you know... I'm an artist...And if I can get a GSM phone / tablet, I can get Straight Talk and be able to doodle and upload while on the streets of South Carolina and North Carolina*. xD
So, I'm looking for as much info on what phones and tablets there are for under $200 max.
*When I go see my mom and nana.
