Michigan House Passed Bill Allowing EMTs To Refuse Treatment

Reading the text of the bill it technically can open up that and other cans of worms but it also doesn't.
"(2) Government may substantially burden a person's exercise of religion only if it demonstrates that application of the burden to that person's exercise of religion in that particular instance is both of the following:
(a) In furtherance of a compelling governmental interest.
(b) The least restrictive means of furthering that compelling governmental interest."
I honestly would not want to risk my or anyone elses life or well being on the question of "what is the government's interest?".
Edit: Collecting taxes is definitely with in government interest... no more religious tax exemptions?
