But there's a clear difference between 'mature' and 'adult'. 'Mature' would be anything that's not rated safe, but isn't adult either; pictures that involve simple nudity would count, for example.

Drawing nudes would be for anyone mature, hence the name 'Mature' in the rating, I believe.

Makes sense to me. I think that's how it is on dA. You can view mature images if you're under 18. FA makes no sense.
