Those people are either extremely active, draw common fetishes, are extremely amazing at art, are hilarious and fun people to watch, or make very interesting comics, or do quite a lot of commish/free YCH. In some cases, all of the above. Or they are a smurf account for other artists that have thousands of watchers. Or they are the people who do a lot of request/trades/commissions SO MUCH that they have their galleries are filled with other peoples arts and people watch them because they liked the art.

You are doing NOTHING wrong. No one starts out popular. I've only uploaded random things without any kind of anything thing for a year, and have like 14 watchers. You don't have to change anything. If people like you or your art, they will watch you. There is no secret on how to do this.
