If you mean Adobe Flash Professional, then I recommend CS3! Less bugs, less RAM consumption, more viewer user friendly compared to later viewers, etc.

Well first of all I wanna say Flash is expensive I've been using it for about 5 years now and I will confess I got it the cheap ass way if you know what I mean arrrggg

What exactly would you like to do with Flash ? Because fundamentally they are almost all the same the CS6 and CC versions are great but they seem to focus more on mobile technology and web development and has much higher system requiremnts like 2GB RAM! but if you have a great' pc setup you don't have to worry i guess.

As  sean_the_squerrel said CS3 is pretty nice its definitely the version I'm probably used the most of all of them but personally I found the best well balanced one to be CS5, But if cs3 or cs5 is too much money ( I can't blame ya ) maybe getting the CC would be beneficial.

almost all my drawings are done in Flash I love drawing in it hey I would love it if we could chat about this and in case you need help in animation,Vector drawings and basic Actionscripting in flash as I've said before I've been using it for a few years and Its my fav software to help others in.
