What is the best way to get someone to pay you back?

Because this person in question owes as far as I can tell about 1000 dollars (i've done math now and it's 779.62 from what I've gathered.) A boyfriend of mine helped me find this site called direct recovery which may just handle it all from there, but there is another problem that needs to be addressed.
What do you do if that same person owes you and when you wish to receive that money back? They say they eventually will, but when it comes to the time that just saying it won't due and since that time they've continued to ask you for money for situations where money is needed and wanted (quick summary of needs and wants is like paying a loan is a need and paying for chocolate is a want), they lash at you for not treating them right and give what can easily be considered a guilt tripping defense mechanism, how do you react to that? Is relying on a company/contract/etc necessary then? Do you think that the person can really be relied upon for paying back money they owe you? Please tell me because i'm in this situation as im writing this and I'd like to know how many people agree that waiting long enough and seeing no improvement or money paid back will show the person's lack of commitment and may require some sort of certainty for repayment.
