No, no, I'm genuinely interested in what your answer may be. I don't blame you for feeling awkward after hearing it, though! I think it's deliberately written that way, and is actually what got me interview. After listening to it a few times, it suddenly clicked as to what the heck he was talking about and my personal answer would be "kind off"

Well, he's basically asking if we ever notice how we forces a government to change their policies, and then don't like the change, so we force them to change it again, and again, and again. Basically, his question is "do we notice that we're just never happy with what we get?"
