Professional card game companies use InDesign almost exclusively. It's also what many printers prefer you use to print cards.

Any of the InDesign's will work really. I have ID CS3 and it does exactly what I need it to. Crashes on rare occasions but fairly useful most of the time. ^.^

Problem with Adobe stuff is how expensive it is. Even getting an older version looks like a difficult thing to do.

try gimp, is a bit difficult but is free and very efficent

On the free as in beer/free as in freedom side, Inkscape and/or GIMP should do the job. I have zero experience with Inkscape, though, and as a Photoshop user there are a number of things about GIMP that frustrate me. Still incredibly capable, though, so keep that in mind.

On the paid side, there are the Adobe products everyone mentioned above. If you're only planning on using X every so often, the one-month per-app subscriptions look like they should work well.

Heyyy, sorry I didn't comment sooner. I honestly completely forgot about GIMP, so that might be a good possibility as well, despite the frustrations I might come across (as you mentioned)... Might be a good idea to wait and pay for a month or two of Adobe Illustrator when the cards are done and need graphics. Save money!! Yay!!!
