Stuck with a decision that I just can't make...

So long story short come to find out my laptop problems externally are broken hinge(s) and after going to several different computer techs and after several different explinations my internal issues could be cause by my comp overheating so in turn my hardware could be damaged? I am currently having someone look at my computer now to see what might be wrong with it and how much of it can be salvaged for parts. Also he's looking to see how much he would be willing to buy it off of me. I don't even know where else to go or who else would buy a broken laptop so this guy is my only option ATM (thats even if he is willing to buy it) but I feel like he's going to low ball me because I am a woman and I know absolutely nothing about computers.... To get it fixed completely internally and externally (not guaranteeing any future problems that I will have later on) My best offer was 135$ "maximum" with 100% guarantee that it will be in working order when I walk out of the door or I don't have to pay. Sounded like a good deal BUT he gave me the least amount of info out of all of them... Told me that he was going to factory reset it (which I already did myself 2 times and it didn't work AT ALL also have had a few people tell me that will not fix the issues completely just temporarily) So not sure if I should trust this guy or not or even get my computer fixed at all...
So I am coming to the conclusion that I just need to upgrade to something better.. So I went back to my original Idea... Get a surface pro 3! But it's still like $800+ and I am just not ready to drop that kind of money right now... However I did see that Microsoft is coming out with a surface 3 (pre-order is only $499) which is similar to the surface pro 3 but its smaller and meant for more personal use VS the professional use of the surface pro 3. So do I want to get something cheap that will just get me by for another year or so? I can just get a whole new laptop for around the same price. But do I want to be stuck with another laptop??? Ichi also suggested that I just sell it all and wait and save up more money to get the Cintiq compainion so I don't sell myself short on a generic model of what I really want...
So what to do what to do.... I honestly have no idea what to do! Any suggestions here guys? I really REALLY need some opinions here because I keep hitting a brick wall..
EDIT: Looking at used surface pro 3 on amazon been finding what look like good deals trying to get something less than 800 but more that 500. Still kind of leaning towards this decision >.>

It's a credit site, so you pay monthly instead of all at once. My Asus is only $30 a month.
Just checked.. they don't even carry a surface pro 3...
