I can recommend  DevieLama She does work for cheep, and sometimes does freework, so I'd say give her a look at.

I'll also recommend  inugumi I can't say I know the prices off the top of my head but there is a link for them, and she does really nice work.

Both of them are easy to work with and are very nice people.
