Ovnee Civilization Mod for GalCivIII, update 1

I have decided I will be making a mod for an Ovnee civilization!
The issue I face right now is whether to use the in-game editor (powerful but limited) or to go and make a full scale mod with XML (much more powerful, but there are basically ZERO guides that I can find which tell me what options to tweak and how to tweak and stuff).
I expect this project will be slow going. I'll start with the in-game editor, get the basics going, and then expand from there I think.
If anyone can find a guide to using the XML method I'd greatly appreciate it. @_@
EDIT: I cannot find ANY tutorial for the XML method. Everyone who uses it just says "Copy, paste, edit", they don't make any guides or say what to edit or which values you can use. I don't have time to go through every line of code one by one to figure out which references which, so I will be using the in-game faction editor only.

I grabbed a few xml guides if they help, they are mostly overviews of what each xml file does.
