Looking for a hand (and arm)

Does anyone here partake in the crafting of wearable armor? Or at the least know someone who can?
I'm having a difficult time trying to find someone who is affordable, open, and responsive. And all I'm looking to do is have a right arm/hand crafted before the end of 2015, with a $500 budget.
Inspiration or designs could be sci-fi, military, cosplay, medieval inspired, or perhaps even steampunk if executed right. I have different arm references from different artists. I will allow for complete creativity as long as I see a sketch/idea prior to construction.
One idea I have is to use a long 500-foot spool of gray Ethernet cable to cut and use for the "muscles and veins" of the arm. It doesn't have to be an extremely detailed arm that could take years to build, but one that could showcase and yet not over the top. I do not have building experience, but I am open to concept ideas, and am willing to settle for what makes you comfortable.
Commissioners, I am easy to work with, patient, and willing to pay you as quick as possible. Video chat, text, email, and even a phone call would work in regards to staying in touch with me. If you're skilled, looking for work now, and can build a bionic-looking arm, I can send $100 immediately to get some ideas together and collect some items needed. The rest can be paid as soon as funds are available.
Deadline for completion of arm is the end of 2015 (hopefully plenty of time). My current budget is $500-600 and can pay $100 monthly installments. Can anyone help a panda in distress?
