I have a tier in my Patreon where folks get randomly chosen to decide what I specifically draw. They could choose one of my girls, they could choose one of theirs, subject matter is really sort of irrelevant. So while the end result is available to the people in the higher tiers, it's not technically a raffle since there is no one single winner. I guess it could technically be treated like a commission but it's not quite a commission but it still sort-of is. Kind of hard to classify. It's one giant grey area, which is why I'd like your input on what to do with it.
Thing I am wondering is... should folks who win the "raffle" treat it like a commission or not? For example, should reposting the image by the winner be considered gauche or not? I don't know how to feel about it but then again I never specifically defined it as a commission, never set any real rules about it so I can't say they *can't* but I also don't want to be a dick and dump too many arbitrary rules on it either. What are your thoughts?

However, if their characters are present in the image, then it does too count as a commission. It is a custom made image of a personally created character which they asked an artist to draw for them. Ergo, if their character is present in the image, they retain the right to repost the image where and when they please, just like you do.

What you do there on Patreon is a payed request. If it has their character/s in it or if it's about random characters that you don't own let them upload it and share it in their galleries.
I think "only share it if it has your character in it" is a pretty good basic rule for that kind of reward tier.
You could also list the various ideas people give, and let the fans/viewers decide which one gets done via a vote.
As for the reposting... hmm. I would say allow it. The issue might be too much of a problem to police properly. Depending on the tier, you might only get a few pictures to draw in this class in any case. If you get a lot, then have another vote on one to be released for repost (good advertising) and hold the others as Sexyfur property, only visible to those people at that particular Patron level.
Do you send them the original (assuming it isn't digital-only)? Because "brag posting" should definitely be allowed. Or if it's one of their IPs. At a minimum, you should bring it to their attention as the winner, such as with Weasyl's collection process.

As far as the raffle goes, I think you should probably just treat as a prize for getting picked rather than a commission, in all honesty. I mean, obviously make sure that credit goes where credit is due, but I don't think that reposting it should be an option for something like this. I think it's more the honor of seeing their ideas on canvas than anything. Doing anything else would probably just defeat the purpose when they can just commission you to begin with. That's just me though.
Commissioners Character: He gets full posting rights. However, it's a lineart only.

I'd suggest two options:
a) full color - no repost ;
b) lineart - can repost
