The problem with encrypting public service (police, fire, ambulance/EMS) radios aren't that they encourage corruption, but that they make it hard as balls to do interoperation between services.

This is because in most communities, the PD, FD, and ambulance service/EMS will have gotten their radios from different suppliers. And the suppliers usually don't let their crypto work with other suppliers' crypto. So the PD can't talk to the EMS without going through their central dispatch, to the EMS central dispatch. Further, one community's PD might not have bought the same radios as the neighbouring community, so if the PD is chasing a criminal and they go to the next town over; the local PD can't just radio to the next town's PD "Hey, we're chasing a guy, care to help?"

Yes soo True we still have Services here that are not even digital yet we Don't even have the GRN Government Radio Network set up for this area yet but the Police have gone digital encrypted but the Police North of us has not and still a lot of areas are a mix soo like you say dunno how they are gonna talk to thses other services
